Although ostensibly a report of improving care performance at a VA Hospital, much of the content is actually devoted to a basic review (to include some historical background) of hospital-based inpatient psychiatric services performance measures. This includes briefly presenting the four criteria used to determine the accountability status of a performance measure (i.e.,
• Evidence base… exists in strong research and/or scientific evidence
• Proximity… of the process to an improvement outcome (causation)
• Accuracy… with which the occurrence of the process can be determined
• Adverse effects… are unlikely to occur
