This is the 4th of an outstanding series of articles in the George Mills Clarification and Expectations column that has been devoted to standard EC.02.03.05.  This standard is one of the most frequently cited standards in both general and psychiatric hospitals. This article provides an explication of the requirements for EPs 11-13, some clarification to improve compliance and a brief description of the process surveyors will use to evaluate the standard. Some of the key points include:
Re: EP 11— Inspecting fire pumps under flow – Testing must occur at 0%, 100%  and 150% flow. Results should be compared over time (e.g. graphs). The annual fire pump test will be reviewed.
Re: EP 12 — Standpipe system water flow tests – applicability is to an installed hose system (if you have one) vs. the fire sprinkler system. You should know if you have a wet or dry system. The 5-year test will be reviewed.
Re: EP 13 — Inspecting auto fire-extinguishing systems in a kitchen – Must have a manual K-type fire extinguisher with 30 feet of cook surfaces. The last two 6-month inspections will likely be reviewed along with nozzle position and grease build up.
Tip: EOC leadership should review all 4 articles in this series and collect them for use as guides in conducting FSA of standard EC.02.03.05 and as the basis for EOC mock tracers.
