The definition of ‘Severe Temporary Harm’ as found in the footnote on page 1 of the new chapter can be difficult to interpret. I recommend breaking the definition down into the following 3 conditions, all of which would be required in order for the definition to apply:
1 – There is HARM (that is critical and potentially life-threatening)
2 – The harm is TEMPORARY (i.e., time limited) and without permanent residual. To avoid confusion, I would not recommend trying to define ‘limited time’ other than as not permanent]
3 – A TRANSFER to a higher level of care/monitoring is required:
A: for a prolonged period of time (e.g., 48-72 hrs… this is worth defining) or
B: For additional treatment (E.G., major surgery) in order to resolve the harmful condition.
